PLANNING BOARD MEETING OF JUNE 15, 2004 @ 3:00 P.M.

MINUTES

 

1.     WELCOME

 

Chairperson Peggy Leight opened the meeting at 4:10 p.m.

Present were:        Peggy Leight

                              Arlyn Wilson

                              Howard Benefield

                              Lynn McKinnie

                              Toby Linville

Sitting in on the meeting was Mayor Pro Tem Horace Warner.

The agenda was presented and discussed.

 

  1. BUSINESS TO BE DISCUSSED

 

Minutes of last pre-meeting of May 18, 2004 will be on agenda.

 

A.  PUBLIC HEARING  -  REZONING

Robert and Ilena Dillon

840 Walkertown-Guthrie Road

This will come to a vote at tomorrow’s meeting.

 

B.    Moratorium on Manufactured Housing

This does not go on Agenda.

 

C.    HUD Survey – Potential Affordable Housing

(COPIES ATTACHED)

Ms. Leight asked if the Planning Board wished to issue a Letter of Recommendation for the National Church Residences Housing.  It was decided that the actual vote should be taken at the regular meeting. The group went through the HUD survey and answered the questions. It will be presented at the regular board meeting and approved then.

 

D.    Change in Subdivision Regulations to Ordinances

This does not go on Agenda.

 

E.     Results of Land Use Committee Vision Meeting of June 10th

A brief overview of the meeting was given. Besides the usual attendees, there were about 20 other people in the audience. Nothing unusual came up. 

 

F.     Annexation Issues

(1)            Sources of Income:        

Taxes               $0.14 per $100 valuation

                                                Personal Property

                                                Powell Bill

                                                Water

                                                Sewer

                                    Other:________________________

 

(2)       Expenditures:             

                                          Garbage           $111 per year per household

                                          Recycling        $24 per year per household

                                          Streetlights      One every 200-feet, averages

1 to every 2 houses @ $84 per year per streetlight

The Town is in a voluntary annexation mode now according to the Town Manager.  Ms. Leight noted that Revenue should match Expenditures when it comes to annexation.

G.    Developments in Progress for Walkertown:

(2)            Affect on Planning Board

This does not go on Agenda.

Discussion centered around how developments will affect the Planning Board and also Walkertown itself. Something to be considered is does Walkertown want its commercial center moved to 158 and 66?

 

H.    Change in Town Council Meeting Schedule

·       One Meeting Per Month

·       4th THURSDAY of month at 7:00 p.m.

·       Begins with July, 2004, meeting (July 22, 2004)

 

I.       Legacy Update

·       Presented by Steve Garland, Town Attorney

J.      MISCELLANEOUS:

 

Remind everyone that Walkertown is sponsoring a FARMERS’ MARKET beginning Saturday, June 19, 2004, at Town Hall from 7:30 until 12-noon.
