Walkertown Land Use Committee Minutes

and Peggy Leight

1. Welcome
- Marilyn
Martin and Toby Linville welcomed the land use committee members. The members introduced themselves.
2. Planning Information:
- Fred
Luce of the City-County Planning Staff distributed a draft list of topics
that the land use plan will address.
These items include Future Land Use, Transportation, Utilities,
Economic Development, Design and Appearance, Community Facilities,
Parks/Greenways, Agriculture/Farmland, Historic Resources, and
Environment. Peggy Leight suggested
adding the railroad to the transportation element.
· Marilyn Moniquette-John of the City-County Planning Staff discussed the Parks and Open Space Plan. This county-wide plan includes exiting parks, open space, and greenways in each municipality as well as the county and suggests future needs.
· Chris Murphy of the City-County Planning Staff gave an update on watershed regulations and an overview of the Phase II Storm Water Rules. Murphy distributed a copy of his slide show for each member. The watershed regulations focus on the rules regarding the Salem Lake Water Supply Watershed. These rules address density limits for residential uses and impervious surface limits for commercial uses.
The Phase II Storm Water Regulations require six measures that must be addressed in a Storm Water Management Plan. These measures include: public education/outreach, public involvement, illicit discharge/detection, runoff/sedimentation control program, post-construction controls, and a good housekeeping program.
- LeAnn
Pegram of City-County Planning Staff discussed Historic Resources in the
Walkertown area. Pegram gave a
summary of Walkertown’s history including early tobacco and furniture
mills and strong Methodist history with Love’s UMC and Morris Chapel
UMC. Pegram described a historic
significance inventory that was completed in the 1980’s. Pegram described the process to create a
historic district in our downtown area to include our historically
significant properties that could protect its importance without
prohibiting use.
- Fred
Luce and Marilyn Moniquette-John of City-County Planning Staff discussed
Organizing the Community Meeting on Walkertown Future Vision. This public meeting would include a
slide show to summarize the planning process and a neighborhood appearance
survey. Then participants will
break out into small groups to discuss their likes and dislikes about
their neighborhood and the Walkertown area. Then the groups will discuss significant
changes in Transportation, Environment, Parks and Open Space, Town Center,
Community Facilities, Neighborhoods, Commercial Development, and
Industrial Development. Afterwards,
the group will reassemble and report important issues from each
category. This information will be
used to draft the land use plan.
The group discussed the best date
to have this public session. Eugene
Vogler voted to have the meeting on June 10th at 6:30 p.m. at the
Walkertown Public Library. Dwight Wood
seconded the motion with a unanimous approval from the land use committee.

Slater moved to approve the Minutes for the May 6, 2004 meeting with a
second from Mary Stafford and unanimous approval of the Land Use
Committee.

no other items the Land Use Committee meeting closed at approximately 9:00
p.m. The Land Use Committee will
meet June 3rd at 7:00 p.m., June 10th at 6:30 p.m.
for the public session, and June 17th at 7:00 p.m.
