1.                  MEETING CALLED TO ORDER

 

Daren Ziglar called the meeting to order at 7:05 p.m.

2.                  APPROVAL OF AGENDA

 

The agenda was unanimously approved.

 

 

3.                  APPROVAL OF PREVIOUS MINUTES

The Minutes of 10-21-04 were unanimously approved on a motion by David Heath and second by E. Jumper.

           

 

 

4.         UNFINISHED BUSINESS

Continuing work tonight by Subcommittees:

 

·        Subcommittee #1:  Headed by LeAnn Pegram

The historic preservation element of the Land Use Plan.

Looking at a possible town center historic district as well

as individual historic buildings throughout the planning area.

 

·        Subcommittee #2:  Headed by Greg Venable

Consideration of transportation issues – including recently

released maps showing final designs for Northern Beltway.

 

·        Subcommittee #3:

This subcommittee will sit in tonight with the group considering

transportation issues.

 

At 7:10 p.m. the members broke into two groups and discussed the various issues.  Group #1, headed by Leann Pegram, included:  Slater, Price, Ziglar, and McKinnie.

Group #2, headed by Greg Venable and Fred Luce, included Jumper, Heath, Fowler, Vogler, Wood, Lineberry, and Stafford.

 

 

      Group #1 – Historic Preservation – Leann Pegram

Leann presented a map which showed the locations of houses, barns and other buildings that could be considered “historic”. Some of these structures date back to the 1800’s and some could possibly be even earlier.  She explained that there are numerous of these buildings in the Walkertown area and all are worth saving.  Leann is planning on going out and visiting most of these structures to update her picture list.  Walkertown is still pretty much a rural area and not much has changed in the past; however, this could possibly not hold true much longer. With the growth in this area, some of the structures could perhaps be torn down, which would be a real shame.

 

She said that one of the strengths of the Walkertown area is the attractiveness of its rural area.

As a side note, any building 50 years or older can be considered “historic” and could be considered for the National Historic Register and the Local Landmark Register.  It cannot be assumed that every “old” building would automatically be eligible for one of those registries.

 

 

 

 

 

 

 

Group #2 – Transportation Issues – Greg Venable

 

Subcommittees #2 and #3 held a combined meeting on transportation issues in the planning area.  Greg Venable with the City of Winston-Salem’s Transportation Department led the session.  The group first reviewed detailed design maps for the Northern Beltway just made available by the NC Department of Transportation.  The proposed road runs through the planning area and includes interchanges at New Walkertown Road and Reidsville Road.  Greg handed out a newsletter with information on the Beltway including times and locations of a series of public meetings on the road in November and early December. Greg said the final decision to build the road may come next year with purchase of right-of-way and construction of the eastern section of the Beltway still at least five years away. The final environmental impact statement which includes maps of the location of the road is available at the Walkertown Branch Library.

 

The group then reviewed the Winston-Salem Urban Area Throughfare Plan which includes proposals to build or extend three additional roads in the planning area.  These projects include the 311 By-Pass of Walkertown, and extensions of Williston and Beeson Dairy Road to Reidsville Road and are not funded and have no time table for construction.

 

Greg next discussed the 2003 Highway Needs Report which lists priority new roads and road widenings from the Throughfare Plan.  The widening of Old Hollow Road/NC 66 from Reidsville Road to Harley Drive is the second rated project on the Needs Report but has not funding or schedule.

 

The Metropolitan Transportation Improvements Program lists projects that are funded and scheduled for construction within the next six years.  It includes the widening of Reidsville Road to a multi-lane facility as well as the Northern Beltway.

 

Greg said that identifying additional road needs in area plans is one way they could be put on the Throughfare Plan and eventually become a funded project and constructed.   The group felt there was a need for an east-west road between US 311 north of Walkertown and Reidsville Road, especially if the Walkertown High School becomes a reality.  Greg and Fred agreed to have staff look at this and other road needs and come back to the group next meeting with additional proposals for consideration by the transportation subcommittee.

 

Greg presented transportation maps and pointed out various issues with the new beltway, such as land purchases, interchanges, road closures, etc.

A few of the roads that will be cut-off will include:  Morris Road, Dippen Road, Oakdale, Northampton (which will not connect with Old Walkertown Road). Phelps will also be cut off.

The next interchange up from New Walkertown Road would be Baux Mountain Road.

Greg said that as of now, this Beltway Plan he presented is the “final” plan. If, at some of the upcoming D.O.T. public hearing meetings that are scheduled, they hear a lot of citizen complaints, small changes might be made.
